Baroness Hodge’s independent review of Arts Council England has been published today. The review sets out a series of recommendations aimed at strengthening ACE’s governance, maintaining its independence from government, and ensuring arts and cultural opportunities are accessible across the country.

“We welcome Baroness Hodge’s independent review of Arts Council England and broadly support several key recommendations,” says Marcus Davey CBE, Chief Executive and Artistic Director of the Roundhouse

“We strongly endorse the importance of ACE remaining at arm’s length from government to safeguard artistic freedom and enable long-term planning. We also support the review’s call for stronger focus on supporting arts in every part of the country, ensuring that cultural opportunities are accessible beyond major cities. The cultural enrichment fund, aimed at addressing the decline in children’s engagement with the arts, is particularly welcome.

At the same time, we feel more work is needed to strengthen support for young people, both as creators and audiences. High-quality cultural experiences are essential for nurturing the next generation of artists and audiences, and diversifying the workforce will ensure leadership reflects the communities ACE serves.

To address these priorities, in early 2026 we will be launching the Young Creatives’ Futures Commission, a major independent initiative delivered in partnership with the Roundhouse and the Centre for Young Lives, and supported by ACE. The Commission will develop a national strategy to expand creative spaces and opportunities for young people, particularly those from underrepresented backgrounds, supporting pathways into the creative industries.

Boosting young people’s access to arts and culture is vital for their education, skills, and future careers. We look forward to working with ACE, funders, and partners across the country to ensure young people are active shapers, not just beneficiaries, of cultural investment.”
